One high noise image I was testing it with showed, in the full image preview, distinct and noticeable differences as I clicked on HQ, Prime and Deep Prime. There is no hard border between photo editors and RAW developers On the other hand DxO (or most RAW developers) offers RAW specific functions like demoire, demosaicing, EXIF/IPCT support, batch development, watermarking, generic and camera/lens specific(!) distortion correction and CA removal, very sophisticated denoising, etc.
